Chris Kaba was killed on Monday night after an armed officer chase ended in Streatham Hill, south London.
The Police Watchdog, looking into the shooting, has confirmed that no non-police firearms were found in his vehicle or at the scene.
The Independent Office for Police Conduct (IOPC) said in a statement on Wednesday evening that armed officers attempted to stop Mr Kaba’s car because it had been linked to a “firearms incident” previously.
According to the IOPC, the vehicle activated an automatic number plate recognition camera, but it could not comment further due to an ongoing Met investigation into the incident.
Mr Kaba’s Audi was surrounded by two police cars on a narrow residential street before one round from a police weapon was fired.
The 24-year-old from Wembley, who was due to become a father in a matter of months, died later that night in hospital.
On Wednesday, his family said they were “devastated” and demanded “answers and accountability” for his death.
According to a statement issued by the charity Inquest, Mr Kaba’s family “seeks a homicide investigation into his death from the start.”
The IOPC has been informed of the family’s request, which “does not want any delay as has happened in other fatal shootings,” according to the statement.
Before the IOPC’s remarks on Wednesday, the family stated that they had not been informed whether or not a weapon was discovered during a search of Mr Kaba’s vehicle.
They urged anyone who witnessed the pursuit or shooting to come forward.
“We are devastated; we need answers, and we need accountability,” they said.
“We are worried that if Chris had not been black, he would have been arrested on Monday evening and not had his life cut short.”
IOPC regional director Sal Naseem said, “We recognize that there is community concern following this incident, and we appreciate that questions will remain around how Mr Kaba tragically ended up being fatally shot following an attempted vehicle stop.”
“We are working hard to piece together all of the circumstances surrounding this incident, and we want to reassure the community that these questions will be answered in due course; however, it will take some time before our investigation can uncover all of the facts.”
“When anyone loses their life due to the police force, it must be properly & thoroughly investigated,” said London mayor Sadiq Khan.
The Metropolitan Police had previously expressed condolences to Mr Kaba’s family, saying that “the family and community want answers.”
Commander Alexis Boon described the incident as “extremely concerning,” promising that the force would work with the police watchdog in the aftermath.
“I would like to express my heartfelt condolences to the man’s family and friends, and I recognize the devastating and long-lasting impact this tragic incident will have on them,” the officer said.
“I understand that this incident is extremely concerning, and I would like to reassure the community that the Met is cooperating fully with the Independent Office for Police Conduct as they carry out a thorough and independent investigation.”
Kim Alleyne, whose daughter Karimah Waite was engaged to Mr Kaba, said of him at the scene on Tuesday: “He was so loved.” He was hilarious. He was extremely friendly. Crazy. He was always cheerful. He’d go to any length for you.
“He was a fiance; he was due to get married in five months. He’s got a baby on the way that he’s never going to see.
“It’s horrible and so shocking and so sad.”
Mr Kaba, according to those who paid tribute at the scene, was a rapper known as Madix or Mad Itch 67.
Mr Kaba’s cousin, Jefferson Bosela, said, “He was a good person, a good, happy guy.” He did not deserve it. Nobody deserves it.
“Nobody deserves to be shot by the police, whether they are a good person or a bad person.”
